Scooter 125 Ownership Transfer: 2026 Costs
Bought or sold a used 125cc scooter? Here is what the 2026 ownership transfer really costs, which documents you need under the Documento Unico, and what happens if you miss the 60-day deadline.

Why transferring a scooter isn't quite the same as transferring a car
Every year, thousands of 125cc scooters change hands across Italy: it's the most popular displacement class for city riders, from newly licensed teenagers to commuters dodging traffic. Anyone buying or selling a used scooter soon discovers that ownership-transfer rules, while broadly mirroring those for cars, carry real differences in cost and in which taxes actually apply. Knowing what's required in advance saves a wasted trip to the counter and, more importantly, keeps you inside the 60-day deadline the law sets.
The paperwork you need before you go
To complete the transfer, the buyer needs to show up with:
- the bill of sale, with the seller's signature authenticated (by a notary, at an ACI office, at the town hall, or through a licensed vehicle-paperwork agency);
- the old registration booklet and certificate of ownership, or the newer Documento Unico if the vehicle has already been migrated to it;
- a valid ID and the tax code (codice fiscale) of both buyer and seller;
- the unified application form for the transfer, filled in and signed.
If the scooter has an outstanding administrative hold, a lien, or is under seizure, the transfer can't go through until that's resolved — check this before signing the bill of sale, not after.
The Documento Unico di Circolazione e Proprietà: what actually changed
Since 2020, and in full effect from October 2021, the old two-document system — registration booklet plus certificate of ownership — was replaced by the Documento Unico di Circolazione e Proprietà, or DU. By 2026 it's the standard for every transaction: buyers of a scooter still carrying the old separate documents will simply receive the new DU once the transfer is complete. It's issued through a Sportello Telematico dell'Automobilista (STA), which can be a licensed vehicle-paperwork agency, a trade association office, or the regional motor-vehicle office itself. The DU folds the vehicle's technical data, ownership, and legal status into a single digital record, cutting down on the paperwork the old system required.
What it actually costs: stamp duty, fees, ACI charges and provincial tax
Unlike cars, motorcycles and scooters don't owe registration tax on the bill of sale — which brings the final bill down noticeably. What's still due is a handful of fixed items:
- stamp duty for the PRA (vehicle registry) transcription, 32 euros;
- Motor Vehicle Office fees, roughly 10.20 euros;
- ACI charges, when the paperwork runs through an ACI branch or an affiliated office, around 27 euros;
- an additional stamp duty for updating the circulation document, another 16 euros in setups where it isn't already folded into the transcription fee.
Add it all up and doing it yourself runs somewhere around 65 to 100 euros, before VAT. On top of that there's IPT, the provincial transcription tax: for motorcycles the thresholds differ from cars, and many Italian provinces reduce or waive it entirely for scooters and small-displacement bikes — so it's always worth checking your province's own resolution before budgeting. Going through a paperwork agency saves time but adds a service fee, pushing the realistic total to 150-200 euros.
DIY, an agency, or an ACI office: which is worth it
Handling everything yourself at the Motor Vehicle Office or an ACI branch is the cheapest route, but it means booking an appointment and working through the forms without help. Vehicle-paperwork agencies, private or ACI-affiliated, cost more but handle the whole process — including complications like verifying a hold or authenticating the bill of sale on the same day. If you're buying or selling a scooter occasionally and aren't in a rush, doing it yourself is the sensible default; if you're short on time or want certainty about hitting the deadline, an agency removes the risk of a paperwork mistake.
The 60 days that actually matter
The countdown doesn't start on the date written on the bill of sale — it starts the day the seller's signature is authenticated. From that moment, the buyer has 60 days to complete the PRA transcription and obtain the new Documento Unico. A common mistake is assuming that signing the informal agreement is enough: if the authentication happens a week after the initial signature, the 60 days run from the authentication, not before.
What happens if you register late
Missing the deadline exposes you to an administrative fine that, per the most current figures, ranges from 363 to 1,813 euros, plus possible seizure of the Documento Unico until the situation is resolved. You can still complete the transcription after the 60 days have passed, but the PRA applies the fine plus any late-payment interest accrued in the meantime — the longer you wait, the bigger the bill. For anyone who's received a ticket still addressed to the previous owner after a sale, completing the transfer late remains the only way to shed future liability tied to the vehicle.
What about the scooter's insurance?
Unlike the ownership transfer itself, the liability insurance policy doesn't move automatically to the new owner: the seller should notify their insurer of the sale, which typically suspends or closes the policy, while the buyer needs to take out a new policy in their own name before riding. Riding a newly bought scooter still covered under the previous owner's policy leaves a coverage gap in the event of an accident, and it does nothing to satisfy the separate obligation to complete the ownership transfer within 60 days.
Practical tips for anyone buying or selling a used scooter
Before finalizing a sale, check that the DU or the old booklet matches the vehicle exactly — frame number, plate, owner details — and verify there's no administrative hold via the PRA's online portal. Sellers should keep a copy of the authenticated bill of sale as proof of the transaction, useful if a fine or an accident happens after signing but before the transcription goes through. And anyone buying a used scooter for the first time would do well to mark the 60-day deadline on their calendar the same day the signature is authenticated — it's the simplest way to avoid a fine that, when you add it up, can end up costing more than the entry-level scooter you just bought.
