Italy's 2026 Electric Scooter Incentive Sold Out in Hours: Is Waiting Still Worth It, or Is Used the Smarter Buy?
Italy's new Ecobonus for electric motorcycles and scooters is worth up to 4,000 euros, but the 30 million euros set aside for 2026 vanished within hours of bookings opening. Here is how the scheme really works, what changes from 2027, and why a well-chosen used scooter can beat waiting for the next round.

The click day that lasted a few hours
On March 18, 2026, at noon sharp, the ecobonus.mimit.gov.it portal opened for bookings under Italy's new Ecobonus for electric and hybrid motorcycles, scooters and mopeds. The budget set aside for the year was a modest 30 million euros, tiny next to the hundreds of thousands of two-wheelers registered in Italy every year. The result, reported across the trade press, was that the fund emptied out within hours of opening. Dealers who had already promised customers an invoice discount had to go back and redo the numbers.
This isn't the first time an Italian EV incentive has vanished almost as soon as it appeared, but for anyone shopping for a scooter right now, it changes the math considerably. It's worth understanding how the bonus actually works, who still has a shot at it in the months ahead, and why, especially for latecomers, a well-chosen used scooter is often still the more rational buy, incentive or not.
How the 2026 Ecobonus actually works
The scheme, in force since January 1, 2026, covers new electric or hybrid vehicles in categories L1e through L7e: mopeds, scooters, motorcycles, trikes and quadricycles. The contribution covers 30 percent of the list price, capped at 3,000 euros, without a trade-in, or 40 percent capped at 4,000 euros if you scrap a combustion vehicle rated Euro 3 or older. To qualify, the new vehicle's list price cannot exceed 20,000 euros plus VAT, it must be registered in Italy, and it has to stay in your name for at least 12 months.
The process never touches the buyer directly. Dealers book the contribution through a portal run by Invitalia on behalf of the Ministry of Enterprise and Made in Italy, strictly in the order applications arrive. That booking mechanism, combined with the small budget, explains the lightning-fast exhaustion. It isn't a public click day with a countdown clock, but the practical effect for buyers is identical: if your dealer wasn't among the first to file, the incentive is simply gone, no matter how well you meet the requirements.
What happens if you missed it
The ministry has already flagged refinancing for 2027-2030, discussed at the Automotive Roundtable on January 30, 2026: another 90 million euros overall, but at lower rates. The next round drops the contribution to 20 percent capped at 2,000 euros without a trade-in, or 30 percent capped at 3,000 euros with one. In other words, anyone who missed the 2026 window shouldn't expect the same terms to come back around; the incentive returns, but structurally smaller. It's a detail dealerships rarely spell out clearly, and it changes the math for anyone tempted to simply wait for the next round.
The real math: a new scooter without the bonus vs. a used one
Here's the practical part. A new urban electric scooter today runs roughly from 1,950 to 12,000 euros depending on power and range, with the most common models, 50cc and 125cc equivalents, clustered at the lower and middle end. Catch the Ecobonus with a trade-in and the net price drops meaningfully, but that's a gamble, not a plan. Miss it, and you pay full price, and the gap versus a well-kept two- or three-year-old used example of the same model can run into several thousand euros.
On a used electric scooter, the line item that actually matters isn't cosmetic condition, it's battery health. Unlike a combustion engine, depreciation here isn't linear: a pack with good state of health (SOH) is the difference between a good deal and an expensive headache. Before buying, ask to see the SOH reading where available, through the manufacturer's app or the dealer's diagnostic tool, check whether the battery is still under separate warranty (many makers cover it for three to five years regardless of ownership changes), and find out what a replacement pack costs, since on some entry-level models that figure can approach the scooter's residual value.
The market backs this up: scooters are pulling ahead, motorcycles are stalling
Market data frames the moment well. In July 2026, Italy registered 46,605 two-wheelers, up 4 percent year over year, but nearly all of that growth came from scooters, up 11.4 percent for the month, while traditional motorcycles fell 6.5 percent. Year to date through July, the total reached 274,788 units, up 11.6 percent versus 2025. The electric segment, still a niche, grew for a fifth consecutive month: 1,340 units registered in July, up 20 percent year over year, bringing the year-to-date electric total to 6,717 vehicles. Demand for light urban mobility is clearly shifting toward scooters, electric ones included, and the used market for recent models is starting to offer real choice.
Five things to check before buying a used electric scooter
First, battery SOH, as above: it matters more than the odometer reading. Second, remaining warranty coverage on the battery pack specifically, which is often more generous than coverage on the rest of the vehicle. Third, charger and outlet compatibility: some models need a dedicated wallbox, others charge from any household socket. Fourth, the licence category required: a 125cc-equivalent scooter generally needs an A1 or B licence under specific conditions, while low-power 50cc-equivalent models remain accessible from age 14 with an AM licence and no A-category test. Fifth, ask the seller for the logbook, service history, and, where it exists, documentation of the last remote battery health check, increasingly common among manufacturers that track cell condition over the air.

The 2026 Ecobonus for electric motorcycles and scooters is generous on paper but minuscule in funding: a matter of minutes separated buyers who landed up to 4,000 euros off from those who paid full price. With a future refinancing already announced at lower rates, chasing the next click day is a gamble, not a strategy.
